Windows server 2003 home directory inaccessible

FTP is used primarily by our clients to upload data files for us to process. All permissions look to be okay, and log on locally is enabled for Users. I am trying to connect using DOS, and receiving a Home Directory inaccessible error when trying to connect with a local user account.

Since I enabled folder redirection on our Windows network, I can no longer browse to the user's home directory and view the document folder. It says it is inaccessible.
